There may be Velcro strips you can install on the inside of the head rail to secure the windows. This should also let you slip in the panels. The valance returns attach to joiners but you may have to trip excess fabric. Woven wooden valances come with an aluminium L joint in the corner that inserts into the panel. The last step is to install the cords which move the panels along the track.
